You can spend MORE money, to buy the manual to do this WITHOUT guessing, but you’d rather have a bunch of random people guess on the intarnets.

seat belt has nothing to do with air bags.Maybe in a new car, but not in that model.

First stand in front the car and yell " I am the mighty THOR" then hit the front of the car with a hammer, then check if the airbags deploy. To check the seat belts, buy an aligator and strap him in the passanger seat, then drive on the interstate, and merge into oncomming traffic, hit the biggest truck see if teh aligator lives.

Your 95 model Galant seat belts should not be tied in to the air bag system, many newer cars do but yours is too old for that. Probably a standard answer the rep uses to get out of liability on those newer cars. The tech is the one who knows how to fix it and it should be in the module or a bad sensor.
